What goes on a commercial invoice
Customs in the buyer's country uses the commercial invoice to work out duties and taxes. Requirements vary by country, but US rules (19 CFR 141.86) are a good checklist of what customs expects:
- Seller and buyer, with addresses, and the date and place of sale.
- A detailed description of each item: what it is, what it's made of, its grade or quality.
- Quantities, unit prices and the currency, plus every charge itemized: freight, insurance, packing.
- Country of origin for each item, meaning where it was made, not where it shipped from.
- Any discounts, and the name of a responsible person at the exporter who knows the transaction.
An HS code isn't always required on the invoice, but it speeds up clearance. The first 6 digits are the same worldwide; countries add digits (the US uses 10).
Worked example
The default invoice (US store to a customer in Canada, DAP)
- 3 organic cotton T-shirts (HS 6109.10) × $28.00
- $84.00
- 2 merino beanies (HS 6505.00) × $32.00
- $64.00
- Goods value
- $148.00
- Freight
- $18.50
Invoice total: USD 166.50. The example HS codes are illustrations; classify your own products.
| Incoterms® 2020 | Rules |
|---|---|
| Any mode of transport | EXW, FCA, CPT, CIP, DAP, DPU, DDP |
| Sea and inland waterway only | FAS, FOB, CFR, CIF |
For parcels to consumers, DAP means the buyer pays import duties and taxes on delivery, while DDP means you pay them. Add the named place after the rule.

Most carriers want copies in the document pouch on the outside of the parcel. Check your carrier's rules, or upload it if they accept paperless invoices.
On Shopify and WooCommerce, many shipping label apps create customs forms automatically. Use this when yours doesn't, for B2B shipments, or for samples and replacements.
Questions people ask
Is a commercial invoice the same as a pro forma invoice?
No. A pro forma invoice is a quote sent before the sale. The commercial invoice records the actual sale and travels with the goods for customs.
Do gifts and free samples need a value?
Yes. Customs needs a realistic value even when nothing was paid. Mark the reason as Gift or Sample.
Where do I find an HS code?
Use your destination country's tariff lookup, or for US exports the Census Bureau's Schedule B search. The first 6 digits are international.
How many copies should I print?
It depends on the carrier and destination. Many carriers ask for several copies in the document pouch, so check their customs guidance.
Is my data saved?
No. Everything stays in your browser and is cleared when you leave the page, so save the PDF first.
