Provincial sales tax uses priority 2 so it's charged on top of GST as a second row, not compounded. HST provinces get one combined row instead of two, since HST already merges GST and the provincial portion into a single rate.
Quebec's QST isn't compound: since 1 January 2013 it's charged on the price before GST, so both Quebec rows use Compound 0.
GST, PST and HST, laid out as WooCommerce expects them
Every province and territory charges 5% GST at minimum. Five provinces (Ontario, Nova Scotia, New Brunswick, Newfoundland and Labrador, Prince Edward Island) fold GST and their provincial tax into a single Harmonized Sales Tax (HST) rate, so those get one combined row. The rest get GST as a priority-1 row plus their own provincial sales tax (BC PST, Manitoba RST, Saskatchewan PST, or Quebec's QST) as a priority-2 row on top, not compounded.

17 rows across 13 provinces and territories: 8 GST-only or HST rows, plus BC, Manitoba, Saskatchewan and Quebec each contributing a second provincial-tax row.
The rates
| Province/territory | Tax | Rate |
|---|---|---|
| Alberta, NWT, Nunavut, Yukon | GST only | 5% |
| Ontario | HST | 13% |
| Nova Scotia | HST | 14% |
| New Brunswick, Newfoundland and Labrador, PEI | HST | 15% |
| British Columbia | GST + PST | 5% + 7% |
| Manitoba | GST + RST | 5% + 7% |
| Saskatchewan | GST + PST | 5% + 6% |
| Quebec | GST + QST | 5% + 9.975% |
Quebec's QST isn't compound: since 1 January 2013 it's charged on the price before GST is added, so both Quebec rows use Compound 0, not one row compounding on the other.

GST/HST and QST generally apply to delivery charges the same way as the goods being shipped, which is why the Shipping column defaults to on for every row. Provincial sales tax (BC PST, Manitoba RST, Saskatchewan PST) can treat delivery differently depending on what's shipped, so double-check that against the provincial source before relying on it.
Questions people ask
Why do BC, Manitoba, Saskatchewan and Quebec get two rows instead of one?
Because those provinces charge GST and their own provincial sales tax separately, shown as two lines rather than one combined rate the way HST provinces do.
Is QST compounded on top of GST?
No, not since 1 January 2013. Both the GST and QST rows are calculated on the pre-tax price, so both use Compound 0.
What about Alberta, the territories and other GST-only areas?
They charge federal GST only, no provincial sales tax, so they get a single 5% row.
Does this handle municipal or resort taxes?
No, this covers GST/HST/PST/RST/QST only. A handful of specific municipalities or industries (like hotel and lodging taxes) have their own separate levies outside this file.
Should shipping be taxed the same as the product?
For GST/HST and QST, generally yes. For BC PST, Manitoba RST and Saskatchewan PST, it can depend on what's being shipped, so check the provincial guidance for your specific products.
