These are state-level base rates only. Most states add county, city and district rates that vary by address, so this file undercharges almost everywhere. For nexus states with real order volume, use automated tax (WooCommerce Tax or a sales tax service) instead of a flat state rate.
Not included: AK, DE, MT, NH, OR (no statewide sales tax) and RI, UT (couldn't confirm the current rate on the state's own site on the check date). Add those by hand if you have nexus there.
What's in the file
WooCommerce imports tax rates from a CSV with exactly 10 columns: Country code, State code, Postcode / ZIP, City, Rate %, Tax name, Priority, Compound, Shipping and Tax class. This generator writes one row per US state you pick, using each state's statewide base rate.
Default settings (all 44 states + DC)
- States
- all
- Shipping column
- Match each state's usual rule
44 rows, from Colorado at 2.9% to Tennessee at 7%, each with Shipping set to 1 or 0 based on whether that state generally taxes delivery charges.
- Every row uses Priority 1, Compound 0 and a blank tax class (Standard), since a flat state rate doesn't need multiple classes.
- The Shipping column follows each state's general rule for taxing delivery charges, not a single global switch, which is the main thing this tool does that a generic multi-country CSV generator doesn't.
Rates and where they come from
State base rates were checked individually on each state's own revenue department site on 30 Sep 2026. Not included: Alaska, Delaware, Montana, New Hampshire and Oregon (no statewide sales tax), and Rhode Island and Utah, whose revenue sites blocked automated checks on the check date, so the rate couldn't be confirmed there. Add those two by hand from tax.ri.gov and tax.utah.gov if you have nexus in either.
Shipping taxability comes from the same state-by-state research behind the Is Shipping Taxable? lookup: most states either always tax delivery charges on a taxable item or never do, and a handful depend on how you ship (your own vehicle vs. a common carrier or USPS). Those "conditional" states are marked Shipping = 1 here as the safer default; check the lookup tool before relying on it for a specific state.
Importing the rates, and where this falls short
- 01
Turn on taxes
Go to WooCommerce → Settings → General and tick Enable tax rates and calculations.
- 02
Open the tax table
Go to WooCommerce → Settings → Tax → Standard rates.
- 03
Import
Click Import CSV under the table, upload the file, and check the rows that landed.
- These are state-level base rates only. Most states layer county, city and special-district rates on top, which vary by exact address, so this file undercharges almost everywhere with real order volume.
- If you have nexus in more than a state or two, automated tax (WooCommerce Tax, TaxJar, Avalara) charges the correct address-level rate automatically instead of a flat state rate.
- Figure out where you actually owe tax first with the economic nexus calculator before importing rates for a state.
Questions people ask
Is a flat state rate accurate enough to launch with?
For a handful of states with low order volume, it's a reasonable starting point. Once a state has meaningful sales, its local district rates will make this undercharge, so switch to automated, address-level tax there.
Why does the Shipping column change per state instead of one setting?
Because whether delivery charges are taxable really does vary by state law, not by your preference. "Match each state's usual rule" reflects that; the two override options are there if you've already confirmed something different for your situation.
Why are Rhode Island and Utah missing?
Their state revenue sites blocked the automated check used to verify every other rate on the check date, so rather than guess, they're left out. Add them by hand once you've confirmed the current rate.
Does this account for local sales tax?
No. It's the statewide base rate only. County, city and special-district rates are not included, and in most states they add up to more than the state rate itself.
How do I remove a bad import?
Select the rows in WooCommerce's tax table and click Remove selected row(s), or use WooCommerce → Status → Tools → Delete WooCommerce tax rates to clear all of them.
