Accessibility Statement Generator
Write an accessibility statement for your online store, structured for the European Accessibility Act.
What the European Accessibility Act asks of online stores
The European Accessibility Act (Directive (EU) 2019/882) covers e-commerce services provided to consumers after 28 June 2025, wherever the seller is based. Stores must meet its accessibility requirements, including accessible identification and payment, and publish information on how they meet them.
Annex V says that information goes in your general terms and conditions or an equivalent document, and should include a general description of the service, an explanation of how it works, and how it meets the accessibility requirements. Most stores publish it as an accessibility statement page and link it from the footer and the terms.
- Microenterprises are exempt for services: fewer than 10 staff and annual turnover or balance sheet of no more than €2 million (Article 4(5)). A statement is still good practice.
- The measuring stick is usually WCAG 2.1 level AA. The European standard EN 301 549 treats WCAG 2.1 AA as its web content requirement.
How the statement is structured
The generator follows the sections of the EU's model accessibility statement, plus the service description the Act asks for:
| Section | What goes in it |
|---|---|
| Conformance status | Fully, partially or not yet conforming to WCAG 2.1 or 2.2 level AA |
| About our online store | What shoppers can do: browse, search, add to cart, check out and pay |
| How we make it accessible | Only the measures you describe |
| Known limitations | Each problem, its planned fix and date, and an alternative way to get help |
| How we tested | Self-assessment, tools, screen readers or an outside audit, with the date |
| Feedback and contact | Where to report barriers, and how quickly you reply |
| Enforcement | The national authority customers can go to if they're not satisfied |
If you list known problems, the statement says partially conforms, even if you picked fully. A statement that overclaims does more harm than one that's honest about its gaps.
Publishing it and keeping it current
- 01
Shopify
Go to Online Store → Pages → Add page and paste the HTML. Add the page to your footer menu under Content → Menus.
- 02
WooCommerce
Add a new page under Pages, paste the HTML into a Custom HTML block, and add the page to your footer navigation.
- 03
Fill the placeholders
Add your enforcement authority, the dates, and anything else in [square brackets]. Each EU country names its own authority.
- 04
Review it yearly
Update the statement after theme changes, new apps or a new audit, and change the review date.
This is not legal advice, and a statement doesn't make a store accessible. Fix the known issues too: overlays and widgets don't make a store conform on their own.
Questions people ask
Is this legal advice?
No. It's a template based on the European Accessibility Act and the EU's model statement. It can't tell you whether the Act applies to your business or whether your store conforms.
Does the European Accessibility Act apply to stores outside the EU?
It covers e-commerce services provided to consumers in the EU, so a non-EU store selling to EU consumers can be in scope. Microenterprises providing services are exempt.
Which standard should I say I follow?
WCAG 2.1 level AA is the level in EN 301 549, the European standard. WCAG 2.2 AA is newer and stricter, so choose it only if you've tested against it.
Is my Shopify or WooCommerce theme accessible by default?
Not automatically. Themes, apps and plugins vary, and your own content (images, videos, PDFs) matters too. Test with a keyboard, a screen reader and an automated checker before you claim conformance.
Who enforces it?
Each EU country designates its own authority to check services and handle complaints. Look up yours and add it to the Enforcement section.
